Services

Practical construction support from scope through closeout.

For contractors pursuing work, and owners and asset managers planning and delivering capital projects.

Core service

Fractional preconstruction & RFP support

Experienced preconstruction support for contractors who need added capacity without a full-time hire. We help find the right opportunities, make go/no-go decisions, coordinate subcontractor pricing, review scope gaps, and prepare the response through final submission. Engage us for a single pursuit or ongoing support.

  • Opportunity sourcing & go/no-go review
  • RFP requirements & addenda tracking
  • Subcontractor outreach & bid follow-up
  • Scope review, bid leveling & cost input
  • Construction phasing & proposal preparation
  • Final compliance & submission review

You receive: Hands-on pursuit support, coordinated pricing and proposal materials, and a submission package checked against the RFP and addenda. Scope and responsibilities are agreed for each engagement.

Core service

Construction budgeting & cost estimating

From design, scope and budget through bid readiness. We define the work, take off quantities, test pricing against the market, and identify the gaps that can kill budget, schedule or both.

  • Scope definition & validation
  • Quantity takeoffs
  • Market-tested pricing
  • Value management
  • Capital improvement assessment
  • Constructability review

You receive: A detailed construction budget with stated assumptions, exclusions and allowances that can be used for approvals, bidding and decision-making.

Core service

Owner's representation

Once a project is approved, we represent you from procurement through closeout: bid leveling, contractor review, schedule and submittal tracking, pay applications, change orders, occupancy coordination and closeout.

  • Bid solicitation & leveling
  • Contractor qualification
  • Contract review
  • Schedule & submittal tracking
  • Pay application review
  • Change order scrutiny
  • Occupied-facility phasing
  • Closeout documentation

You receive: Robust reporting on a fixed cadence and a documented record of decisions, cost, schedule and closeout.

Also available

Capital planning & retrofit feasibility

We turn condition assessments, engineering reports and deferred-maintenance lists into a prioritized, budgeted capital plan that tells you what to do, when to do it and what it will cost.

You receive: A multi-year capital sequence with action dates, annual funding requirements and a recommended cadence for preventive maintenance of the completed work.

Selected experience

Projects led, not observed.

Twenty years as Vice President of Construction Management at a highly respected DC general contractor: educational, government, institutional, cultural, and multifamily capital work, most of it in occupied buildings.

Presented as evidence of individual professional experience.

About

Construction experience on your side of the table.

“A budget is a promise. It only carries weight if you deliver.” Kolar W. Bowen, Principal

Bowen Project Advisors is led by Kolar W. Bowen, a construction and real estate executive with experience in preconstruction, estimating, capital programs, property operations, design-build and occupied-facility renovation.

That background includes leading contractor and consultant teams, developing GMP and lump-sum budgets, negotiating agreements, reviewing change orders, and managing capital work from early planning through closeout. BPA brings that contractor-side knowledge to your side of the table.
